Birkenhead wharf is at the end of Hinemoa St, you launch off the boat ramp behind the wharf. It can be a little sheltered getting out if there's too much W or NW in it but it's usually ok when you get out. There's plenty of parking and rigging area but commuters do take up a lot of the car parks during the week. Great in a Westerly as it tends to pick up more wind that Shoal Bay.
Best on an incoming tide as the wind against tide usually generates some nice ramps. But you caan sail there at any tide. Sail up to Meola Reef for some speed runs at low tide or keep going upwind to Pt Chev or Island BayBest on an incoming tide but sailable anytime. Be careful of the outgoing tide as it will suck you down the harbour very quickly if you're not careful.
Also keep an eye out for the ferry, best to stay well clear when it's coming and going.
